DDA (Delhi Development Authority - Delhi Govt.) is not converting property of Karol Bagh from lease to freehold, given by the British govt than to Dalits in 1915 for leather industry & for proletarians. Fact: Karol Bagh has become a main commercial zone of Delhi. For strong Suwarna Hindu lobbies in Indian govt, Dalits are just created by God to serve them, and crushed when needed.
After independence, Indian govt. just alloted mainly 20 sq meter of land per family to Dalit groups in Delhi. The same people who built the capital. The laborers, sweepers, iron smiths, cobblers, mechanics, all human forces of a modern world. Such places had no electricity, toilets, better schools, any hospitals, and good social awareness programs for long time. These places are now called JJ colonies or slums.
Such colonies were always built outside main city of Delhi. If seen properly that there are separate cemetery grounds for Dalit Hindus in Delhi, in some places. Religious places (ghats) like Haridwar, there are separate ghats for various Hindu castes.
These slums have become commercial zones for Suwarna Hindus. Most of the Lands alloted by DDA in well made colonies like Rohini, Pitam Pura, Dwaraka, Ashoak Vihar etc. have more Baniya and other Suwarna Hindu caste numbers, as they have strong lobby.
The Suwarna Hindus migrated to Delhi during partition were given bigger lands, with money to build home, in well build colonies. Special Economic zones were created like, Gaffar, Khan Market, Kamla Market ets. Age relaxation in Govt. jobs from 18 to 16 and reservations in govt. jobs.
Karol Bagh is the only place in Delhi and perhaps in North India, where some of the Dalits have gained benefits of modern state, by luck and its demography. But most of the Dalits in Karol Bagh itself are poor and the benefit they can have is only by selling their homes. But if the land is not getting freehold, the prices would become lower. The same DDA is making alloted land freehold easily, which is given to majority Suwarna Hindu groups, post independence.
